What services are there that will give you money from settlements in advance?
Q. I am expecting a large settlement in about 3 months time. I have heard of services that are capable of giving you a portion of that money early and when you have recieved your money, you may them back. Does anyone have any idea what some of these services may be?

A. What you seem like you have is probably a "Structured Settlement" that you want to turn to cash. Many lawfirms ect do these. Odviously its in their best interest and they make money, but sometimes its worth it to get your money earlier, especially if your settlement is paid over time or an annuity. Here is one place that does it. I dont know them I just Googled Structured Settlements. This should get you started. Do you homework and get at least 3-7 bids on what they will offer you. Make sure you have a financial planner, a tax attorney, an accountant, and an investment attorney look at what you are doing. Spending a couple hundered dollars might save you 1,000s Good luck.

How can public services be funded independently from market swings?
Q. I'm so tired of constant budget cuts in public services and education, et al, every time the market hiccups. How should they be funded so as to have a guaranteed constant income? Bsherman: Until you see your neighbor selling apples on the street corner, it's a hiccup. This may be the biggest downturn since the Great Depression, but it's no where near that bad (they didn't have unemployment insurance then, remember, among other differences).

A. Have the government act like responsible people. During the upticks, don't spend every penny of extra revenue. Save it, and dip into that fund during downturns.

What is it about medical services that usualyy allows the supplier to determine the demand?
Q. Contrary to conventional ecomonmics, physicans(the suppliers) typically decide the quantity and type of health care services to their paients(demanders)will purchase.

A. Part of the reason is asymmetric information. The suppliers are in the position of knowing more about what the consumers might need. This is no different from a person who is unfamiliar with plumbing calling a plumber and having the plumber tell them what they need. The plumber can take advantage of this by overstating what is needed. The effects of this can be lessened by getting quotes from other plumbers. Since reputation is important in plumbing, the market may also sort out the good plumbers from those that tend to overstate the problem. Another piece of the puzzle is the existence of medical insurance. Since many people are covered by medical insurance, the incentive to investigate what is needed is lessened.
